Chelsea Hsin-Feng Tu

Principal

Chelsea is the founder and principal of Rise Communities. Prior to Rise, Chelsea was a senior attorney at the Center on Race, Poverty & the Environment, where she litigated oil and gas development, and advocated for equitable land use and infrastructure investments alongside low-income communities of color in California's Central Valley. Previously, Chelsea also led statewide climate justice advocacy at Public Advocates, and worked to protect freshwater resources and endangered species, curb sprawl, and reduce toxins and pesticides at the Center for Biological Diversity.


Chelsea received her law degree from the American University Washington College of Law, and her undergraduate degree in environmental sciences at the University of California, Berkeley. Chelsea lives in Seaside, CA, and enjoys sailing, swimming, camping, and gardening.
